    Promote “all diseases have professional treatment”. Transform the focus from disease diagnosis and treatment to people’s health and endeavor to provide all life cycle hygiene and health services. Promote agreement-based services provided by the family doctor, develop intelligent medical treatment, accurate medical treatment, and classified diagnosis and treatment. Build up the national comprehensive reform pilot zone of traditional Chinese medicine. Construct the Qingdao Laoshan Bay International Ecological Health City. Promote in-depth integration of fitness and health, develop football, leisure sports, and ocean exercises vigorously.

Keep improving the system of elderly care service with the combination of medical treatment and endowment, in which households will be the foundation, communities will act as the dependence and institutions will perform as the supplement, introduce domestic and overseas outstanding elderly care resources and management service institutions, develop vigorously the industry of medical treatment and endowment, and increase the elderly care service quality and level.

    Promote “all people have inhabitable residence”. Complete comprehensively the transformation of shantytowns and rural dilapidated buildings. Improve housing security and supply system, enhance talent-housing security, and try its best to maintain the housing price stability. Find sound solutions to difficult problems of common concern including garbage classification and management, clean heating in winter, and waste water treatment in rural areas.

    Promote “Overcome poverty with force”. Keep improving the minimum living allowance, temporary aid, medical aid, and law aid system, accomplish the goal of removing the titles of provincial poverty villages and municipal poverty villages and solve in coordination the relative poverty problems in urban and rural areas.
