The action plan shows Qingdao is going to boost integration and development of manufacturing and Internet industries and cultivate new types of manufacturing system, which focuses on blue manufacturing, high-end manufacturing, emerging manufacturing and upgrade and transformation to build Qingdao into a city with four highlands, which are blue manufacturing highland, high-end manufacturing highland with outstanding advantages, new type manufacturing highland geared to the future, and highland for upgrade and transformation of traditional manufacturing industries. Leveraging the advantage of high-quality manufacturing, Qingdao is stepping forth to Smart Manufacturing in Qingdao from merely Made in Qingdao, aiming to build itself into a model city of innovative manufacturing development in China, a powerful city of manufacturing industry in Northeastern Asia, key knot of global manufacturing industry eco chain, and manufacturing innovation center with global competitiveness, to be the city with rich experience in Made in China 2025 for other cities in China.

    The trial work of Qingdao mainly contains 6 parts, including to innovate the Internet industry mode, to strengthen marine manufacturing feature, to build an industry innovation system of 2 Centers + 4 Knots + Multi Platforms, to explore new types of research institute and public service platform with equity constraint, to experiment special actions, to reform industry management system. 2 Centers + 4 Knots + Multi Platforms industry innovation system means to build 2 global scientific and tech innovation centers in terms of marine science and rail transportation; to build 4 industry innovation knots with certain global influence in terms of household electric appliance, rubber materials, garment and food biological industries; to actively build a batch of innovation platforms in terms of Internet industry, smart manufacturing, green manufacturing, big data engineering, industrial robot, graphene, sensor and IOT industries.
