The Chinese Ministry of Education has recently announced the evaluation result of the “2017 Newly-built Discipline Innovation and Intelligence Introduction Plan for Institutions of Higher Education” (namely 111 Plan). 5 universities in the Shandong Province are in the list including Shandong University, Ocean University of China, China University of Petroleum (East China), Qingdao University, and Qingdao University of Science and Technology. The later 4 universities are all headquartered in Qingdao and Shandong University has campus in Qingdao.

    The “Microbe Genetic Group Project” discipline innovation and intelligence introduction base (2015), one of 6 “111 plan” of Shandong University, is now located in Qingdao campus. The intelligence base of Ocean University of China is related to marine chemical engineering, marine engineering and marine renewable resources. The intelligence introduction bases of China University of Petroleum (East China) are high-efficient processing and utilization of unconventional petroleum resources, dense oil and gas geology and prospecting and marine oil and gas engineering. Qingdao University has “Macromolecular Hybrid Material Innovation and Intelligence Introduction Base”. The Qingdao University of Science and Technology has “Marine Environment Concrete Technology Innovation and Intelligence Introduction Base”.

    By aiming at the international discipline edges and on the foundation of national key disciplines, the “111 Plan” intends to choose from outstanding disciplinary teams in the world including top 100 famous universities and research institutes to introduce and gather over 1,000 outstanding talents to constitute a research team with leading expertise and construct about 100 world-class discipline innovation and intelligence introduction base. The construction phase of every intelligence introduction base under the 111 plan is 5 years and the annual supporting funds is no lower than 1.8 million yuan. Guo Jingli
