8 governmental departments like the Qingdao Municipal Education Bureau and Qingdao Municipal Civilization Office jointly issued the opinions on further advancing the social classroom construction for pupils and middle school students to integrate it into the local national economy and social development overall plan. Qingdao will designate funds for construction and reform of non-profit social and develop a series of excellent quality lessons and featured projects to guarantee all students can participate in social practice. The city is going to build up 500 social classrooms by 2020 and establish an after-school education system, which takes the social classroom as the main body and supplemented by other social education resources and participated by all the society.

    Qingdao now has 300 social classrooms, which can be categorized into 14 types like the traditional education, culture, science popularization, and national defense education,etc..

    The 8 departments will establish a social classroom in 4 aspects: local governments will invest to construct public-interest utilities such as youth palace and science & technology museum for pupils and middle school students; governments, utility bureaus and companies will establish education practice bases for students; social funds will be used to construct social practice organizations and halls for students; and other utilities and venues that can provide education practice for students are also included. Social classroom will offer free charge or low cost participation fee, safe activity environment, various after-school education practices to create a favorable condition for students to conduct investigative study, experience and exploration, as well as social practice to boost the organic integration of both campus education resources and social education resources for enhancing the comprehensive quality of students.
